The new 2014 certificate of secondary (complete) general education is issued after receiving basic general education and two years of study in high school (grades 10 and 11) and passing final state exams. New-style certificates in 2015 will also be issued by educational organizations without changes. You can buy 2014 certificates by filling out the order form on this page.

This document is issued by printing houses that have a license to produce Level B security printed products, in accordance with the technical requirements established by law in relation to such products. The manufacturer prints his data at the bottom of the title page and appendix.

On the front side of the hard cover of the document there is an image of the coat of arms of the Russian Federation, the words “CERTIFICATE”, “ON SECONDARY GENERAL EDUCATION” printed in dark blue foil. The reverse side is covered with special thick paper with a pink and blue iris grid. Each form has a number consisting of 14 characters: the first three are the code for the constituent entities of the Russian Federation, the fourth and fifth license number of the enterprise that printed the form, the next nine characters are the serial number of the form assigned by the printing house.

The title of the document indicates the date of issue, last name, first name and patronymic of the owner, year of graduation, the official name of the organization that issued the certificate (according to the charter) and its location (if the name of the organization does not contain it), a transcript of the signature of the head of the organization. The certificate appendix indicates the numbering of the title form, full name and date of birth of the graduate, names of academic subjects in accordance with the curriculum of the educational program and final grades for them. In this case, the names of items are written without numbering, with a capital letter, using acceptable abbreviations and abbreviations (IZO, OBZH, etc.).

The “Additional information” section contains additional subjects studied by the graduate, including as part of paid services provided by the educational organization. The document form is filled out in black Times New Roman font; the signatures of the head of the organization can be affixed in black, blue or purple ink. A “Z” is placed on empty lines of the application. Completed certificates are certified with the seal of the organization in the place allocated for it.

In accordance with Part 4 of Article 60 of the Federal Law of December 29, 2012 N 273-FZ “On Education in the Russian Federation” (Collected Legislation of the Russian Federation, 2012, N 53, Art. 7598; 2013, N 19, Art. 2326) I order:

1. Approve:

2. Establish that until January 1, 2014, duplicates of the relevant certificates and annexes to them, certificates are drawn up in accordance with the document forms approved by order of the Ministry of Education and Science of the Russian Federation dated August 11, 2009 N 295 (registered by the Ministry of Justice of the Russian Federation on 16 October 2009, registration N 15042) as amended by order of the Ministry of Education and Science of the Russian Federation dated November 26, 2009 N 681 (registered by the Ministry of Justice of the Russian Federation on December 24, 2009, registration N 15810).

3. Recognize as invalid from January 1, 2014 the orders of the Ministry of Education and Science of the Russian Federation:

The certificate of basic general education/certificate of basic general education with honors (hereinafter referred to as the certificate) is a counterfeit-proof printed product of security level "B" and is produced according to a single sample in the manner established by the legislation of the Russian Federation in accordance with the Technical requirements and conditions for the production of secure printing products approved by order of the Ministry of Finance of the Russian Federation dated February 7, 2003 N 14n (registered by the Ministry of Justice of the Russian Federation on March 17, 2003, registration N 4271), as amended by order of the Ministry of Finance of the Russian Federation dated July 11, 2005 N 90n (registered by the Ministry of Justice of the Russian Federation on August 2, 2005, registration No. 6860).

The certificate consists of a cover, title and appendix to the certificate of basic general education/certificate of basic general education with honors.

The cover of the certificate has a spread size of 233 mm x 163 mm, made of cardboard and binding material - fabric vinyl N 67 (or its equivalent) purple.

On the front side of the cover, using hot stamping, a single-color image of the State Emblem of the Russian Federation without the image of a shield and the inscription “CERTIFICATE” in capital letters, in Lazurski Bold 31p font, and below - “ABOUT BASIC GENERAL EDUCATION” in capital letters, in Lazurski Bold 13p font, are printed with red foil.

the first three characters are the code for the constituent entities of the Russian Federation, federal ministries, federal services and federal agencies, the activities of which are managed by the President of the Russian Federation, federal services and federal agencies subordinate to these federal ministries; federal ministries whose activities are managed by the Government of the Russian Federation, federal services and federal agencies subordinate to these federal ministries; federal services and federal agencies, the management of which is carried out by the Government of the Russian Federation (indicated by three digits in accordance with the appendix to this Description);

What is special about the 2018 certificates?

In modern certificates of secondary (complete) general education, the 14-character numeric code is indicated without spaces. This form has existed since 2014 and to this day raises many questions among both schoolchildren and their parents.

Graduates are confused by the lack of explanation and gaps; many do not understand where the series and number of the certificate are, where to look in 2018 for the rules for filling out forms when entering universities. And it is very important for all applicants to know them in order to correctly submit documents to the admissions committees.

Of course, if you come directly to the educational institution and communicate with a specialist personally, he will tell you how to correctly enter the codes from the certificate into the forms.

But what if you submit documents online, through a website form? How to understand where the series and number are on the certificate? Most graduates are looking for answers to their questions on the World Wide Web.

How do regulatory documents determine the certificate code?

The new form of document on secondary (complete) general education appeared relatively recently and, like any innovation, has an official explanation from the government agency explaining which numbers are a series and which are a number.

The symbols indicated on the certificate are a complex numeric code that includes a number of meanings. The decoding is given in Order of the Ministry of Education and Science of the Russian Federation No. 989 dated August 27, 2013 “On approval of samples and descriptions of certificates of basic general and secondary general education and appendices to them.”

The appendix to this regulatory document provides a detailed description of the school certificate with copies and explanations.

In the item “Reverse side” we read: “The title of the certificate has a numbering consisting of 14 characters.” And then follows an explanation of the groups of numbers indicated on the 2018 certificate.

Where is the series and document number?

In accordance with the provisions of Order of the Ministry of Education and Science of the Russian Federation No. 989, the 14-character numeric code of a certificate of secondary (complete) general education consists of three groups of numbers:

  • the first three characters in the number are the code for the constituent entities of the Russian Federation, federal ministries, services and agencies, as well as federal services and agencies subordinate to these ministries;
  • the fourth and fifth characters are the two-digit license number that the manufacturing company received, confirming that the document is protected from counterfeit printing products;
  • the sixth to fourteenth characters are the nine-character serial number of the certificate form assigned to it by the manufacturer.

The Order does not say anything about the symbols that would indicate the series of the document.

What should applicants do? There are two options for filling out documents in the admissions committees:

  • put a dash in the “series” field and enter all numbers in the “number” field;
  • if the “number” field is limited to 9 cells, then the first 5 digits of the code are entered in the “series” field, and the remaining 9 digits are indicated in the “number” field.

Deadlines for submitting documents to universities

Higher educational institutions in Russia have already begun the admissions campaign, and schoolchildren, having barely received a certificate in 2018 and learned the results of the Unified State Exam, are rushing to submit documents to the university they like.

This must be done before July 26, the deadline set for the acceptance of documents by the admissions committees.

When filling out the application form online, the applicant must enter a number of data, including information about his certificate.

Before submitting your application, you must carefully review the documentation requirements set by the university. Of course, in general they are standard, but each educational institution can put forward its own unique requirements for applicants, and this must be taken into account.

A number of universities finish accepting documents on July 7 - to enroll, applicants will need to additionally pass several tests (for example, creative tests, psychological tests, etc.).

A number of universities, where special exams await graduates, stop accepting documents on July 10. All other educational institutions conduct the admission campaign until July 26.

After this date, all information received is processed to identify candidates for budget places.

The first order for enrollment in 2018 will appear on July 29. Students who, based on a passing score, can only qualify for commercial education will be enrolled in universities by order of August 8.

The paper does not glow (visible luminescence) in UV radiation and has a high-quality visible reaction - protection against etching, containing two types of protective fibers:

  • invisible fiber with a yellow-green glow in UV radiation;
  • invisible fiber with a red glow under UV light.

Certificate forms contain the following security elements:

  • an original composition containing negative-positive guilloche elements with a line thickness of 40 - 70 microns;

  • positive microtext 200 microns high;
  • elements are imprinted by a metameric pair;

Technical requirements for a certificate of secondary (complete) general education for those awarded a gold medal

The certificate of secondary (complete) general education for those awarded a gold medal (hereinafter referred to as the certificate) is a counterfeit-proof printed product of security level “B” and is produced according to a single sample in the prescribed manner.

The certificate consists of a hard cover and a title.

The hard cover measures 215 x 305 mm when unfolded and is made from cherry colored lederine (or its equivalent). On the front side of the hard cover, the words “Russian Federation”, an image of the State Emblem of the Russian Federation and the words “Certificate of Secondary (Complete) General Education” are printed with gold foil using hot stamping. The reverse side of the hard cover is covered with special paper: 80-100 g/sq.m with a watermark of limited distribution, must not have a glow (visible luminescence) under the influence of ultraviolet radiation, must contain at least two types of fibers controlled in the visible or other regions of the spectrum - endpaper with a multi-mat grid containing the text: “secondary (complete) general education.” Color background reverse
The sides of the hard cover are beige.

The title, 205 x 290 mm in size, is inserted into a hard cover with an elastic soutache strip glued to the fold. The color background of the front and back of the title is gray-beige. On the front side of the title there is a bas-relief image of the State Emblem of the Russian Federation in a one-color grid with an iris roll, as well as the words “Russian Federation” and “Certificate”. On the reverse side of the title in the upper left part there is a stylized image of the State Flag of the Russian Federation and a heraldic image of the State Emblem of the Russian Federation. In the center of the left side of the reverse side of the title there is a guilloche composition entered into the background guilloche grid, as well as the words “Certificate of secondary (complete) general education” and the words “Awarded/awarded a gold medal “For special achievements in learning.” On the lower left side of the back of the title are serial numbering. In the center of the right side of the reverse side of the title is a bas-relief image of the State Emblem of the Russian Federation, inserted into the background guilloche grid.

Certificates have a numbering consisting of 11 characters:

  • the first two characters are the code for the Russian Federation or constituent entities of the Russian Federation (indicated by two digits in accordance with the table);
  • the third and fourth characters are a series, which is designated by two capital letters starting with “ZB”;
  • fifth - eleventh characters - serial number (seven digits, starting from 000 000 1).

Application forms are printed on 100 gsm paper containing 25% cotton fiber, without optical brightener, with a two-tone light-shaded watermark (graphic element “RF”). The paper does not glow (visible luminescence) in UV
radiation and has a high-quality visible reaction - protection against etching, containing two types of protective fibers:

  • invisible fiber with a yellow-green glow in UV radiation;
  • invisible fiber with a red glow under UV light.

Certificate forms contain the following security elements:

  • an original composition containing negative-positive guilloche elements with a line thickness of 40 - 70 microns;
  • two interconnected guilloche meshes with iris roll, one of which is painted with chemical protection, preventing unauthorized changes;
  • negative microtext 250 microns high;
  • positive microtext 200 microns high;
  • elements are imprinted by a metameric pair;
  • elements are printed with special inks that have a yellow-green glow when exposed to UV radiation and a green glow when exposed to IR radiation and do not have absorption in the IR range of the spectrum;
  • elements are printed with special inks that glow red when exposed to UV radiation and absorb in the infrared range of the spectrum;
  • The numbering is made using a high-tech printing method using red ink, which has residual magnetization and an orange glow when exposed to UV radiation;
  • a stylized image of the State Flag of the Russian Federation is printed with a stochastic raster.

Hello. Suddenly, a question arose when filling out the form: I don’t know what to write in the “Education Document” column. On my 2015 model certificate there is a 14-digit code, which, apparently, needs to be somehow divided into a series and number. However, third-party sources speak either of the absence of any division, or of division into three points: code - the first three digits, series - the next two, number - the remaining nine. What should I do? Also, I have a question about the next line - what to mark? Are you sending the original or a copy by mail?
