22.1. The Ministry of Education and Science of the Russian Federation, in connection with emerging issues related to receiving education in a family form after the entry into force of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Federal Law), informs.

In accordance with Part 4 of Article 43 of the Constitution of the Russian Federation, basic general education is compulsory. At the same time, the receipt of basic general education by children is provided by parents or persons replacing them. A similar provision is provided for in Article 63 of the Family Code of the Russian Federation.

The federal law provides for various forms of education and training, taking into account the needs and capabilities of the individual.

Part 2 of Article 63 of the Federal Law establishes that general education can be obtained both in organizations engaged in educational activities and outside them. Education in organizations engaged in educational activities is carried out in full-time, part-time or part-time form. Outside of organizations engaged in educational activities, education and training is provided in the form of a family and in the form of self-education. In order to receive education and training, a combination of various forms of education and training is allowed (Article 17 of the Federal Law). The form of obtaining general education and the form of education for a specific basic general education program are determined by the parents (legal representatives) of a minor student. When parents (legal representatives) of a minor student choose the form of general education and the form of education, the opinion of the child is taken into account (Part 4 of Article 63 of the Federal Law).

23. Is it possible, having a college diploma, to either pass the USE and get a certificate of complete secondary education?

23.1. A college diploma cannot be exchanged for a high school diploma. However, if you completed an educational program in college secondary general education(similar to teaching grade 11 at school), then you can pass the exam. To do this, you must submit an appropriate application before February 1 of the year in which you plan to take the exam. After February 1, an application for participation in the Unified State Examination is accepted by decision of the state examination commission of the subject of the Russian Federation only if the applicant has good reasons (illness or other documented circumstances) and no later than two weeks before the start of the exams.

If you did not receive secondary general education in college, and before college you mastered only the program of basic general education (grade 9), then you cannot take the exam, you will first need to complete secondary general education.

25.1. Students in educational programs of secondary vocational education who do not have secondary general education are entitled to pass the state final certification, which completes the development of educational programs of secondary general education and upon successful completion of which they are issued a certificate of secondary general education. These students pass the state final certification free of charge.
